Another detention connected with tendering at Provincial Roads Authority in Koszalin
CBA officers detained another person in connection with an investigation into the receiving of financial benefits by employees of the West-Pomeranian Provincial Roads Authority in Koszalin. They also secured tender documentation at the municipal offices in Ustka, Sławno and the office in Pabianice. The investigation is supervised by the Regional Prosecutor’s Office in Szczecin.
Officers from the Central Anti-Corruption Bureau’s Regional Office in Szczecin are investigating the receiving of financial benefits by persons holding public functions between 2015 and 2022. Several threads emerge in the case, including the receiving of financial benefits by persons holding public functions, violations of public procurement rules and fraudulent VAT invoices.
Further Implementations
In the course of preparatory proceedings, officers of the CBA Regional Office in Szczecin discovered that agreements on the content of the terms of reference for tenders for IT hardware and software were made with selected participants. The agreements enabled certain entities to submit the most favourable bids.
On 22nd August 2024, officers from the CBA Regional Office in Szczecin detained an official from the Pabianice Municipal Office and secured documentation concerning tenders for IT equipment. The woman was brought to the Regional Public Prosecutor’s Office in Szczecin and was charged with failure to fulfil her duties and exceeding her powers in order to gain financial benefit and conspiracy to tender. The Prosecutor applied against her non-custodial measures and a security on property in the amount of PLN 20,000, as well as a property surety in the amount of PLN 30,000.
On 28th August 2024, officers of the CBA Regional Office in Szczecin and Gdańsk conducted searches in the offices of Sławno Commune Office and Ustka Commune Office, as well as at the residences of officials employed in the indicated units. The officers secured extensive documentation concerning public procurement, including tenders conducted by the commune offices in Ustka and Sławno.

Five people have been charged in the investigation conducted by CBA officers.
The first implementation took place on 25th June 2024. At that time, officers of the CBA Regional Office in Szczecin detained three officials of the West-Pomeranian Provincial Roads Authority in Koszalin and an entrepreneur from Kołobrzeg. Trial proceedings were conducted in over a dozen locations in the Zachodniopomorskie, Lubelskie and Podkarpackie Voivodeships, including the headquarters of the West-Pomeranian Provincial Roads Authority in Koszalin, business entities and places of residence of the detainees.
