Bid rigging in Olecko

Officers of the Central Anti-corruption Bureau have detained the mayor of Olecko and a local entrepreneur. The men influenced tender procedures in order to obtain financial benefits. The investigation is supervised by the Podlasie Branch of the Department of Organized Crime and Corruption of the National Prosecutor's Office in Białystok.

The arrests are related to a multi-threaded investigation conducted by officers of the CBA Branch Office in Białystok into the granting of financial benefits to persons performing public functions. In May this year, CBA officers arrested sixteen people, including co-owners of the company - a manufacturer of products from natural aggregates and representatives of local governments.

In the course of the proceedings, it was established that the mayor of Olecko entered into an agreement with an entrepreneur regarding a tender offer for winter maintenance and road repairs in the Olecko commune. The prepared procedure prevented other business entities from participating in the tender, which resulted in limited competitiveness and violation of the Public Procurement Law and acting to the detriment of the public interest. The entrepreneur who unlawfully influenced the results of the public procurement, and the official were detained on 17th December 2024.

Preventive measures

The prosecutor imposed a financial guarantee of PLN 70,000 on the detained mayor, police supervision, a ban on contacting specific individuals, a ban on leaving the country combined with the seizure of his passport. For the duration of the preparatory proceedings, the mayor of Olecko was suspended from performing his duties.
