Trading in Influence in Construction Projects

Officers of the Central Anti-Corruption Bureau have detained two individuals in connection with an investigation into the acceptance of financial benefits and trading in influence within a government administration unit. The actions were carried out on the order of the Mazovian Branch of the Department for Organized Crime and Corruption of the National Prosecutor’s Office in Warsaw.

On 17 March 2026, officers from the Regional Office of the CBA in Warsaw detained two men in the Mazowieckie Voivodeship as part of an investigation into accepting financial benefits in exchange for assisting investors in handling administrative matters between September and October 2025. Extensive documentation, data storage devices, electronic equipment, cash in five currencies, and 18 gold and silver bars were secured. Activities were also carried out at the headquarters of the District Headquarters of the State Fire Service in Warsaw West County.

Financial Benefits Granted

According to the findings of the investigation, one of the detainees allegedly created the impression of having influence within the District Headquarters of the State Fire Service. In exchange for a financial benefit of PLN 30,000, he undertook to act as an intermediary in resolving a matter related to notifying the completion of a construction project for use.

The other detainee provided a financial benefit of PLN 30,000 to a public official at the District Headquarters of the State Fire Service in exchange for favorable handling of a matter concerning the notification of the intended use of a construction project. Additionally, he allegedly offered a financial benefit of at least PLN 10,000 to a district building supervision inspectorate in exchange for a positive decision allowing the project to be put into use.

Charges and Preventive Measures

The detainees were brought before the Mazovian Branch of the Department for Organized Crime and Corruption of the National Prosecutor’s Office in Warsaw, where they were charged, among other things, with acting as intermediaries while claiming influence and with granting financial benefits to a public official.

The prosecutor imposed preventive measures on both suspects in the form of police supervision. One of the detainees was additionally prohibited from contacting certain individuals and was required to post bail.

Investigation Ongoing

This is the third procedural operation in the ongoing preparatory proceedings concerning trading in influence in construction projects.

So far, charges have been brought against 13 individuals in the case. The investigation remains ongoing, and further procedural actions are planned.
