34 charges against an official from Inowrocław
On the basis of fictitious invoices, money from the coffers of the Inowrocław Municipal Office was extorted. The Terrain Division of the CBA in Bydgoszcz is investigating unlawful activities of the employees of the Department of Culture, Promotion and Social Communication of the office.
Investigation into the overrunning of rights by public officials - employees of the Department of Culture, Promotion and Social Communication of the City Office of Inowrocław in order to achieve financial gain in the period from 2015 to 2017, involving the use of counterfeit documents in order to lead to unfavorable regulation of property of the City Office of Inowrocław is conducted under the supervision of the District Prosecutor's Office of Bydgoszcz South. The proceedings were initiated in connection with the notification submitted to the Central Anticorruption Bureau.
Already former official from the Department of Culture, Promotion and Social Communication of the City Office of Inowrocław heard in the prosecutor's office 34 charges that, jointly and in consultation with other persons, she was doing frauds to the detriment of the Inowrocław City Office. For today, they concern nearly 120,000 zł. The investigation is in progress, it is not ruled out that the list of charges will be extended and subsequent persons may obtain the status of a suspect.
In order to camouflage the extortion, false invoices were used to cover up the annexation of property. Invoices attesting untruth were described as true, confirming the completion of works. Single invoices amounted to a dozen or so thousand zlotys. The woman who heard the charges was responsible, among others, for describing such invoices and pre-preparing them for the purpose of withdrawing money for allegedly performed services or for the purpose of submitting to the city office coffers, to settle a previously collected - cash advance prepayment.
On October 11, 2017, officers from the Gdańsk Regional Office of the Central Anticorruption Bureau initiated control of procedures regarding the award and implementation of public procurement, in which the applicant was the Department for Culture, Promotion and Social Communication of the City Office of Inowrocław in 2015-2017. Already the first steps confirmed earlier assumptions and allowed for submitting to the public prosecutor's office a notification of suspicion of committing a crime. One week after the start of the control, the CBA agents from the Regional Office in Gdańsk entered the City Office in Inowrocław, to the one of the cultural units subordinate to the office - the Kujawy Center for Culture and private housing. At that time, we secured evidences: invoices and documents related to the marketing of fictitious invoices and bills, as well as data carriers and computers.
