Another 4 people heard allegations of extorting money from the Inowrocław City Office
The Terrain Division of the CBA in Bydgoszcz is investigating the extortion of money from Inowrocław City Office based on fictitious invoices. Employees of the Department of Culture, Promotion and Social Communication of the office and private entrepreneurs were involved in the procedure.
The investigation into the abuse of rights by public officials - employees of the Department of Culture, Promotion and Social Communication of the City Office of Inowrocław in order to achieve financial gain in the period from 2015 to 2017, involving the use of counterfeit documents in order to lead to unfavorable management of property of the City Office of Inowrocław is conducted under the supervision of the District Prosecutor's Office of Bydgoszcz South. The proceedings were initiated in connection with the notification submitted to the Central Anticorruption Bureau.
The CBA’s findings indicate, that in order to camouflage the extortion, false invoices were used to cover up the annexation of property. Invoices attesting untruth were described as true, confirming the completion of works in order to withdraw money for allegedly performed services or for the purpose of submitting to the city office coffers, to settle a previously collected - cash advance prepayment.
It was also found that several entrepreneurs from Inowrocław and the surrounding area were involved in the procedure. At the request of officials, they issued invoices attesting the untruth. Money entrepreneurs shared with officials. Single invoices amounted to a dozen or so thousand zlotys.
This week, another four people were charged.
6 charges concerning, inter alia, fraud to the detriment of the Inowrocław City Office for the amount of approximately 16 thousand zł was announced to Anna S., inspector from the office (on notice). In addition, the clerk is accused of using counterfeit documents to obtain financial benefits by other officials employed in the Department of Promotion, Culture and Social Communication of the City Office of Inowrocław.
Section clerk Wojciech S. (resigned from work shortly after the searches in the office) heard 3 charges of incitement to issue a document attesting the untruth in the form of an invoice, to use of a document attesting the untruth and fraud together and in consultation with other officials to the detriment of the Inowrocław City Office for an amount of about 4,000 zł.
In addition to officials, two entrepreneurs turned up in the prosecutor's office. One of the persons heard the charged of issuing a document attesting untruth at the request of one of the employees of the office. Other entrepreneurs got 13 charges connected with fraud to the detriment of Inowrocław City Office for the amount of around 12,000 zł and issuing untrue invoices, which enabled the enrichment of a fixed group of officials by another 30 thousand zł.
The first charges in this case conducted by the Terrain Division of the CBA in Bydgoszcz, were presented at the end of March this year. Already a former clerk from the Department of Culture, Promotion and Social Communication of the City Office of Inowrocław heard then 34 charges stating that, jointly and in consultation with other people, she was doing frauds to the detriment of the City of Inowrocław.
The investigation is in progress, it is possible that the list of charges will be extended, and subsequent persons may obtain the status of a suspect.
