Rigged tender in PKP for 5 million zł. 5 detainees

The Bydgoszcz CBA detains 5 persons and does not allow PKP SA to sign a contract for 5 million zł in a rigged tender. The case concerns the construction of the Olsztyn Główny station. It was also attempted to influence tenders for even several million zlotys which were organized in connection with the modernization of the L. Rydygiera Provincial Integrated Hospital in Toruń.

Among those detained is the project director at PKP SA, one of the former directors of Kujawsko-Pomorskie Medical Investments (Kujawsko-Pomorskie Inwestycje Medyczne Sp. z o.o.), manager from the hospital and two private entrepreneurs.

Terrain Division in Bydgoszcz Regional Office of the CBA in Gdańsk conducts, under the supervision of the District Prosecutor's Office in Bydgoszcz, an investigation into the unauthorized influencing of the course of public tenders by certain persons in order to obtain public procurement by the promoted companies. A group of people from Kujawsko-Pomorskie, Mazowieckie and Dolnośląskie voivodeships dealt with tender rigging.

One of the investigated topics is tender rigging worth approximately 5 million zł, announced by PKP SA, concerning the construction of the Olsztyn Główny railway station along with the modernization of tracks and infrastructure.

The CBA officers have been working on this case for over a year. They determined that from the very beginning, already at the stage of preparing the tender by PKP SA, the influence on the course of activities was made in such a way that the tender was to be won by the established company. It would not be possible without cooperation and help from a high-ranking person in PKP SA. During the investigation conducted by the CBA agents from Bydgoszcz, it turned out that this group of people is also involved in enabling the winning of tenders in other institutions. It was possible thanks to existing acquaintanceships among the employees of the Kujawsko-Pomorskie Medical Investments and the L. Rydygiera Provincial Hospital in Toruń.

The CBA officers established further tenders which course was disturbed by the actions of the same people. It is about tenders organized in connection with the modernization of the Provincial Integrated Hospital in Toruń. Whereas the persons interested in obtaining orders were representatives of various medical companies from all over the country. The total amount of public procurement in the interest of the hospital covered by the conducted investigation is even several million zlotys.

On 5th June 2018, PKP S.A. announced information about the selection of the best offer - submitted by the company appearing in the investigation.

Aiming at protection of the PKP S.A. against incurring a loss of over 5 million zł and influencing by suspects on subsequent rigged tenders, a decision was made to detain and charge at the Prosecutor's Office in Bydgoszcz persons involved in this criminal activity.

The CBA agents from the Terrain Division in Bydgoszcz detained in Toruń, Warsaw, Wrocław and in kujawsko-pomorskie voivodeship one of the project directors at PKP SA, one of the former directors of Kujawsko-Pomorskie Medical Investments, head of department from the L. Rydygiera Provincial Integrated Hospital in Toruń and two private entrepreneurs. The CBA agents searched the detainees' apartments, secured documents at the headquarters of PKP SA in Warsaw at Al. Jerozolimskie Str., at Kujawsko-Pomorskie Medical Investments and at the Rydygiera Provincial Integrated Hospital in Toruń.

The CBA officers and prosecutors continue to carry out their activities in the investigation.
