The CBA in Poznań notifies the prosecutor's office
The Poznań CBA Regional Office filed a notice to the District Prosecutor's Office in Poznań about the possibility of committing a crime by the Rector of the University of Arts. It is about signing contracts for legal services at the university.
The CBA agents from Poznań submitted a notification about an offense of exceeding powers or failure to fulfill obligations. The notification concerns the Rector of the University of Arts in Poznań. Circumstances indicating the possibility of committing a crime occurred in connection with the conclusion, in 2016 - 2017, of legal service contracts with two law firms from Poznań. Contracts were concluded without a proper estimate of the value of contracts awarded. They were also not published on the Public Information Bulletin, despite the fact that their value exceeded 30,000 euros. The UAP Rector's ordinances regarding the principles of purchasing supplies, services and works with a value not exceeding the equivalent of 30,000 EUR were also omitted.
In connection with the conclusion of contracts with law offices, there has been over two-fold (compared to the previous period when the university was served by one law firm) increase in the costs of legal services, from the amount of nearly 9,000 PLN monthly to over 21 thousand PLN monthly, borne by the University of Arts in Poznań.
It should also be added that currently, as a result of not signing contracts with the two aforementioned law offices in 2018 and in connection with the signing of a legal service contract with one legal counsel, the cost of legal services has again been reduced to 7,400 PLN gross per month.
In connection with the activities of the Rector of UAP indicated above, damage was done to the property of the University of Arts in Poznań in the amount of nearly 200,000 zł.
