The CBA thwarted the granting of nearly 27 million zł EU subsidies

The officers of the Poznań Regional Office of the Central Anticorruption Bureau conducted analytical activities regarding the sale of real estate and equipment, as well as, technical infrastructure related to heat transfer within the city of Środa Wielkopolska, ie the Department of Power Industry of the Municipal Power Industry of Water Supply and Sewage in Środa Wielkopolska.

As it was determined during the conducted activities in the tender, it was reserved not to inflate the prices for the supply of heat for 5 years. This was conflicting to the energy law and thus limited the possibility of participating in this contract of also other interested bidders. In addition, the sole bidder who bided the contract, namely the Przedsiębiorstwo Energetyki Cieplnej Środa Wielkopolska, did not meet the requirements set out in the tender. The company did not have adequate economic potential and required 3-year experience in the field of heat supply.

At the same time, the case officers determined, that the bidder would receive co-financing from the National Fund for Environmental Protection and Water Management in Warsaw for the amount of almost 27 million zł for the modernization and extension of the Municipal Heating Network in Środa Wielkopolska.

The CBA informed the Mayor of Środa Wielkopolska and the president of MPECWiK about irregularities found in the announced order. In connection with the activities of the CBA, MPECWiK in Środa Wielkopolska closed the tender without selecting the offer, and the co-financing in the amount of almost 27 million zł was not paid by the NFOŚiGW.
