Investigation and detainees after the CBA inspection
Three individuals detained by the CBA officers in connection with an investigation concerning a tender for an e-government project.
The officers of the CBA Regional Office in Białystok, supported by the CBA officers of the Regional Offices in Gdańsk and Poznań, have detained three individuals. The operations were conducted in the Pomorskie and Wielkopolskie Voivodships.
The detainees were associated with an entity which, as a member of a consortium, carried out a public contract for the University of Warmia and Mazury in Olsztyn under the project entitled: "E-administration as a condition for the development of Poland. Increasing the competitiveness of enterprises with the use of innovative reference models of public administration processes." The project was co-financed from public funds under the Innovative Economy Operational Programme.
The contract concerned the delivery of highly specialised software for the distribution of information about the organisation and the development of an electronic database of reference models for the University of Warmia and Mazury in Olsztyn. The cost of the delivered software was found to be significantly higher, by over PLN 1.3 million, than its real value.
In order to conceal this fact from the final recipient, a company seated in Cyprus was indicated as the alleged manufacturer of the software. The company was intentionally founded by persons involved in the criminal procedure, only to participate in this transaction, and as it was established, it was set up after the date of the alleged production of the software.
In the Circuit Prosecutor's Office in Olsztyn, the detainees were charged with participating in the criminal activities of an organised crime group, and involvement in the fraud. Yesterday, a fourth person, who appeared on a summons from the prosecutor's office, faced the same charges.
The prosecutor applied non-custodial preventive measures against all the suspects.
The initiation of the investigation was preceded by an inspection conducted by the officers of the Control Proceedings Unit of the CBA Regional Office in Białystok. The inspection lasted from 2018 to 2019 and it concerned the decision-making procedures and the execution of the decisions by the University of Warmia and Mazury in Olsztyn in connection with the implementation of the project in the years 2009-2012. Due to the inspection results, the CBA submitted the notification on a suspected offence.
