Super control CBA at 16 marshal offices

Spending of €17.3 billion in the background

Today, the CBA starts simultaneous controls of EU fund spending in 16 marshal offices across Poland. It is the first control of this type - systemic and coordinated. At the same time, the CBA will analyse asset declarations of voivodship marshals. In the years 2007-2013, the total amount of financial measures engaged in 16 regional programmes amounted to €17.3 billion

On 16 June, the CBA begins controls in marshal offices all over the country.

Today, the CBA officers enter the premises of marshal offices of the following voivodships: Podlaskie, Warmińsko-Mazurskie, Kujawsko-Pomorskie, Pomorskie, Śląskie, Świętokrzyskie, Małopolskie, Lubelskie, Łódzkie, Lubuskie, Wielkopolskie, Podkarpackie, Zachodniopomorskie, Dolnośląskie, Opolskie, and Mazowieckie. 

The controls cover procedures for taking and implementing decisions on financial support granted by the marshal offices regarding selected operational programmes for the years 2007-2013. In the years 2007-2013, the total amount of financial measures engaged in 16 regional programmes amounted to €17.3 billion

The CBA will closely verify the programmes from which the marshal offices themselves benefited. 

In detail, the CBA is interested in spending large amounts of money which marshal offices awarded to themselves and managed by themselves, and finally settled on their own.     

The CBA will verify, among others, observance of the public procurement law, competitiveness principles, and the schedule of the project, verification of the project changes, correctness of payments, achievement of indicators (i.e. of the result and product) declared in the application and verification of eligible costs submitted for reimbursement.

The integrated and systemic control activities carried out by the CBA will also include the persons responsible for decision-making in the institutions involved in the implementation of the operational programmes from the stage of taking the decision on the project co-financing to the verification of payment application.

Simultaneously with the control activities, the CBA will analyse asset declarations submitted by the voivodship marshals. Voivodship management boards play a key role in handling and implementation of regional operational programmes.

Should other irregularities be revealed during the control, the CBA will extend the scope of its involvement.

Experts from the Control Procedures Department and all Regional Offices of the CBA will be involved in the activities.
