Tender for airport equipment to be won by favoured consortium

Allegations of hampering and frustration of a tender for over PLN 20 million to the detriment of the State Treasury were brought against Mieczysław O., former director of the Meteorology and Water Management - National Research Institute. The director also suppressed his connections with one of the bidders.

The CBA officers from Wrocław have been carrying out an investigation into illegal activities while tenders for the design, delivery, assembling, and launching of the systems of meteorological measurement by an Automated Weather Observing System (AWOS) at airports in Katowice, Wrocław, Rzeszów, Łódź, Szczecin, and Gdańsk.

Allegations of frustrating and hampering a tender in order to obtain a financial advantage were brought against Mieczysław O., former director of the Meteorology and Water Management - National Research Institute. Thus, he acted to the detriment of the State Treasury.

The CBA officers established that the director made false declarations, i.e. he suppressed his connections with one of the bidders and his involvement in the activities performed to the benefit of the bidder - a Polish consortium and a foreign entity providing its resources in this multimillion tender.

Before, an allegation of a tender collusion was brought against the chairperson of the Scientific Council to the Meteorology and Water Management - National Research Institute prof. Janusz Z. and the deputy director of the Meteorology and Water Management - National Research Institute Rafał B. The documentation and the evidence at hand show that the tender launched by the Meteorology and Water Management - National Research Institute was prepared in a way which allowed the favoured bidder to win. 

The findings result from the investigation carried out by the Regional Office of the CBA in Wrocław, under supervision of the District Prosecutor's Office in Ostrołęka.
