Tenders for diagnostic equipment examined by CBA
Officers of the Central Anti-Corruption Bureau secured tender documentation at medical facilities in Koszalin, Bydgoszcz, Konin and Pyrzyce. Suspicion of an unlawful activity concerning procurement of medical equipment is in the background. The investigation is supervised by the West Pomeranian Terrain Division of the Department of Organized Crime and Corruption of the National Prosecutor’s Office in Szczecin.
On 3-4 July this year, officers from the Regional Offices of the Central Anti-Corruption Bureau from Szczecin, Poznań, Bydgoszcz and Kraków secured tender documentation for the supply of medical equipment for diagnostic imaging for 5 medical facilities. Thirty-six people were interrogated, including employees of the procurement departments of these medical units. The activities are related to the investigation conducted by officers from the Regional Office of the CBA in Szczecin into irregularities in tenders for the supply of diagnostic equipment for medical facilities in the Wielkopolskie, Kujawsko-Pomorskie and Zachodniopomorskie Voivodships.
Preliminary Findings
The ongoing investigation aims to verify whether there may have been agreements between distributors of diagnostic imaging equipment and employees of the public procurement departments of individual hospitals.
The preliminary findings of the investigation indicate that the drafting of the terms of reference for the procurement of X-ray equipment and CT scanners could have been prepared with the indication of the parameters of the equipment of only certain distributors of such medical equipment.
Investigators suspect that such irregularities may also have occurred in other medical facilities across the country.
Evidence Secured
CBA officers secured tender documents, electronic materials and a highly specialised printer, which constituted a financial benefit for an employee of the public procurement department.
