More people facing charges
Officers of the Central Anti-Corruption Bureau detained four more people in connection with the case concerning irregularities in the activities of the former Collegium Humanum university. The prosecutor presented the detainees with corruption charges, charges related to obtaining documents certifying falsehoods and misappropriation of property.
On 4 March 2025, officers of the CBA Regional Office in Rzeszów detained two former commanders of the National Headquarters of the State Fire Service, a former deputy commander-in-chief, and a former director for student education at the Main School of Fire Service in Warsaw. The procedural activities were carried out at the request of the prosecutor of the Silesian Branch of the Department for Organized Crime and Corruption of the National Prosecutor's Office in Katowice.
The findings of the investigation indicate that a personal benefit was granted, which consisted in the implementation by the indicated university of joint projects with the Main School of Fire Service in Warsaw - in exchange for issuing documents confirming the completion of postgraduate studies of the Executive Master of Business Administration, confirming untruth.
Personal and financial benefits
The authorities of the Main School of Fire Service in Warsaw signed a cooperation agreement with the rector of Collegium Humanum. The activities of this university were to be promoted among employees and officers of the Fire Service. In return, MBA diplomas were to be issued without actually completing them. Mariusz F. and Wojciech J. were charged with giving the former rector of Collegium Humanum personal benefits in exchange for issuing false documents confirming completion of postgraduate MBA studies.
As part of the cooperation between the universities, the former Collegium Humanum received PLN 800,000 as co-financing from the budget of the National Headquarters of the State Fire Service for postgraduate studies for officers of the State Fire Service.
Andrzej B. and Krzysztof H. were charged with obtaining false MBA diplomas, which were the result of the agreement. The men allegedly gave the rector of Collegium Humanum financial benefits, which were fees for obtaining a diploma without actually completing the studies.
Acting together, they misappropriated funds in a specified amount belonging to the National Headquarters of the State Fire Service in Warsaw in connection with the conclusion of an agreement on co-financing by this institution of the costs of studying at postgraduate studies organized by Collegium Humanum. Krzysztof H. received a refund of the alleged costs of studying at postgraduate MBA studies. The invoice was issued by Collegium Humanum. The order for payment based on this document was approved by the Chief Commander of the State Fire Service.
Preventive measures
The suspects were questioned at the Silesian Branch of the National Prosecutor's Office in Katowice. The prosecutor applied non-custodial preventive measures against them in the form of: financial surety in the amount of PLN 40,000 to PLN 80,000, police supervision and a ban on contact with specific persons.
