More people arrested in the RARS case
Officers of the Central Anti-Corruption Bureau detained partners of a company operating in the medical industry. This is another investigation into purchases organized by the Government Agency for Strategic Reserves. The multi-threaded investigation is supervised by the Silesian Branch of the National Prosecutor's Office in Katowice.
On 19 march 19 2025, officers of the CBA Branch Office in Rzeszów detained a woman and a man in Lublin, who are partners in a company producing dietary supplements and medical products. Officers searched the places of residence of the detained persons and the company's headquarters. Electronic data carriers and documentation of evidentiary significance were secured.
Orders worth nearly PLN 280 million
Officers of the CBA Branch Office in Rzeszów are conducting a multi-threaded investigation into, among other things, the abuse of authority and failure to fulfil obligations by representatives of the Governmental Strategic Reserves Agency (RARS) during the organisation and processing of the purchase of goods for RARS and acting to the detriment of the public interest.
The findings of the investigation indicate that the detainees transferred a large financial benefit to Hubert B, who served as the director of the Purchasing Team, as well as the Purchasing Office at the Material Reserves Agency and then the director of the Purchasing Office of the Governmental Strategic Reserves Agency.
In exchange for the financial benefit, the director was to influence the course of purchasing procedures in such a way that the indicated company received orders for the supply of various products, including those related to counteracting the Covid-19 pandemic. As a result of violating the principles of competition and equal treatment of bidders, the company obtained 39 orders worth nearly PLN 280 million.
Preventive measures applied
The detainees were brought to the Silesian Branch of the Department of Organized Crime and Corruption of the National Prosecutor's Office in Katowice. The prosecutor presented the suspects with charges of giving the former director of the RARS Purchasing Office a financial benefit of great value in the form of selling an apartment at a reduced price, with a deferred payment date until 31 December 2031. The property was purchased in September 2021 for PLN 2.2 million and then sold to Hubert B.'s parents in May 2023 for PLN 1.44 million.
After the hearings and after conducting the confrontation, the prosecutor filed a motion against the company's partner to apply a preventive measure in the form of temporary arrest, while against the female partner he applied a financial guarantee of PLN 500,000.
The case remains ongoing
This is the sixth procedural implementation in the preparatory proceedings conducted by officers of the CBA Branch Office in Rzeszów. There are 13 suspects in the case. Three suspects remain in temporary custody. Extensive evidence has been collected in the case. Further implementations are planned.
