Detention of the Director of the Research Institute

Officers of the Central Anti-Corruption Bureau detained the director of a State Research Institute "red-handed" after accepting a financial benefit in exchange for actions that exceeded his authority, including the unauthorized allocation of funds from the National Recovery Plan and invoking influence at medical universities. The investigation is being supervised by the West Pomeranian Regional Department of the National Prosecutor’s Office in Szczecin.

On 3 September 2025, officers of the Regional Office of the CBA in Szczecin, acting under Article 308 of the Code of Criminal Procedure, detained two men in the West Pomeranian Voivodeship. The actions were taken in connection with the acceptance of another installment of financial benefits by the Director General of the Institute of Natural Fibres and Medicinal Plants. This further payment was intended to secure the unlawful allocation of funds from the National Recovery Plan (NRP) and was directly linked to arranging the admission of a specific person to medical studies. In this connection, the detainee claimed influence within medical universities.

Another person, based on the prosecutor's order, was detained during the ongoing proceedings that day.

Charges and Preventive Measures

The suspects were brought to the West Pomeranian Regional Department of the National Prosecutor’s Office in Szczecin, where they were charged, among others, under Articles 230, 230a, 231 § 2, and 263 of the Penal Code.

Two of the suspects gave extensive explanations, partly consistent with the established facts. The prosecutor decided to apply non-custodial preventive measures, including financial sureties in the amounts of PLN 50,000 and PLN 15,000, bans on leaving the country, and bans on contacting specified persons.

In the case of the third suspect, the prosecutor filed a motion with the court to apply a preventive measure in the form of temporary arrest for a period of three months. The court granted the prosecutor’s request.

Secured Evidence

CBA officers secured extensive evidence, including documentation concerning the granting of support from the National Recovery Plan to the Institute of Natural Fibres and Medicinal Plants. A significant amount of cash was also secured.

CBA Appeal

CBA reminds that, pursuant to Article 229 § 6 of the Penal Code and Article 230a § 3 of the Penal Code, a person who has given a material or personal benefit, or promised to give such a benefit, is not subject to punishment if the benefit or promise has been accepted, and the person reports this fact to the law enforcement authorities and discloses all significant circumstances of the offense before the authorities have become aware of it.
