Further arrests in the investigation into irregularities at RARS

Officers of the Central Anti-Corruption Bureau have detained three individuals, including a former employee of the Government Agency for Strategic Reserves (RARS). The operation marks another procedural step in the ongoing multi-threaded investigation into alleged irregularities within the Agency. The investigation is supervised by the Katowice Branch of the Department for Organized Crime and Corruption of the National Prosecutor's Office.

On 15 July 2026, officers from the Regional Office of the CBA in Rzeszów carried out arrests in Warsaw. Those detained include a former RARS employee and two former Presidents of the Management Board of the Bank Gospodarstwa Krajowego Foundation (BGK Foundation). During the operation, officers secured documents and electronic data storage devices of evidentiary significance.

Irregularities at RARS

The investigation concerns, among other offences, allegations that RARS officials exceeded their authority and failed to fulfil their official duties during procurement procedures for goods and services, thereby acting to the detriment of the public interest.

According to investigators' findings, one of the detainees – a former RARS employee – allegedly influenced the selection of specific business entities for the purpose of awarding contracts. This process was allegedly conducted in breach of the principles of fair competition, objectivity, impartiality and sound management of public funds. He is also suspected of acting to obtain a financial benefit for Paweł S. by exceeding his authority and exerting influence over the performance of contracts with a company represented by Paweł S. According to the findings, the detainee was allegedly adjusting the content and value of contracts to changing factual conditions, contrary to the original provisions.

The remaining detainees, former Presidents of the Management Board of the BGK Foundation, are suspected of participating in an organized criminal group. Acting within that group, they allegedly exceeded their authority in order to obtain financial benefits for selected business entities. According to the investigation, as individuals responsible for managing the Foundation's assets, they used their powers to conclude agreements and contracts with the "Red is Bad" Foundation, operated by Paweł S. These actions allegedly resulted in the transfer of funds in a manner inconsistent with the statutory objectives of the BGK Foundation.

Charges and Preventive Measures

The detainees were brought to the Silesian Branch of the Department for Organized Crime and Corruption of the National Prosecutor’s Office in Katowice, where they were charged.

Preventive measures imposed on the suspects include financial bail, police supervision, a prohibition on contacting co-suspects and witnesses, and an obligation to notify the Prosecutor's Office of any travel lasting longer than 14 days.

One suspect was placed under preventive measures in the form of pretrial detention.

Investigation Ongoing

This is the tenth operational action carried out by CBA officers in the course of the preparatory proceedings. The evidence gathered so far is extensive, and further procedural activities are planned.
