PLN 11 million lost on “e-health”

Control in the Wielkopolski Marshal Office. The “e-health” system is not working. A multi-million loss. The representative of the voivodship management board Leszek Wojtasiak and former director of health department in the Marshal Office indicated as liable in the notification submitted to the Prosecutor's Office.

In the course of a control carried out in the Marshal Office of the Wielkopolskie Voivodship, the CBA officers from Poznań disclosed circumstances pointing to a reasonable suspicion of having perpetrated a criminal offence.  The Management Board Member of the Wielkopolskie Voivodship Leszek Wojtasiak and former director of health department of the Office could have acted to the detriment of the Wielkopolskie Voivodship. The notification submitted to the Prosecutor's Office covers the period from 15 November 2015 to 3 October 2016.

The civil servants are suspected of not having complied with their obligations and an abuse of their powers in the course of the supervision over the proper execution of a public procurement contract. The project related to a broadly defined digital IT platform supporting “e-health” services (i.e. registration of healthcare services and medical events or monitoring of drug management) in 23 healthcare centres subject to the Sejmik of the Wielkopolskie Voivodship.

Pursuant to the findings of the CBA officers, the Wielkopolskie Voivodship lost almost PLN 11.5 million. More than PLN 8 million was paid as an undue consideration despite the fact that the project was not executed, and over PLN 3 million constitutes the amount of unenforced contractual penalties for non-performance of the tasks.

The Central Anti-Corruption Bureau has submitted a notification in which it indicates the liability of the contract engineer who confirmed the accomplishment of the entire procurement by the contractor while part of the contract was not implemented.

The officers have established that hospitals were not provided with logins and passwords for their PCs. Moreover, the representatives of the hospitals have stated that these services are unnecessary in part as they duplicate the electronic services already in use in some hospitals. They are connected with drug trading or medical documentation.
