We disclose irregularities in the Mazowiecki sanitary-epidemiological station
Findings of the CBA: hundreds of additional commission contracts with their own employees for work performed as part of daily duties in the Provincial Sanitary-Epidemiological Station in Warsaw. Millions of zlotys in losses of the State Treasury. Only the Station management alone paid themselves more than 1.3 million zł for such contracts.
The CBA completed control of the disposal of property of the Provincial Sanitary-Epidemiological Station in Warsaw. The CBA Officers found irregularities involving non-compliance by the Station management of the Labour Code and the law on public finances. The findings of the Bureau may also indicate commission of crimes.
In years 2008-2014 the Station management concluded commission contracts with its employees, next to the existing employment contracts. The number of such contracts reached up to 250 per year. According to the findings of the CBA officers, in the vast majority, the work performed under the commission contracts was the same and identical with the tasks defined in terms of obligations under the employment contracts and could have been successfully performed as daily responsibilities. It may be indicated so by the fact, that since 2015 the Station decided not to enter into such contracts without adverse effects for their business.
The CBA indicates in its notice submitted to the prosecutor's office, that the funds allocated by the Provincial Sanitary-Epidemiological Station in Warsaw in years 2008-2014 for covering the commission contracts with 38 own employees accounted for the loss of revenue of the State Treasury in the amount of not less than 3 million 306 thousand zł.
Included are, as well, contracts concluded "with themselves", i.e. those in which the money was received by the strict Station management. Contracts in this case, amount to a total of more than 1 million 300 thousand zł. Thus, for example the WSSE (Provincial Sanitary-Epidemiological Station in Warsaw) paid over 340 thousand zł for 5 commission contracts for one of the persons from the WSSE (Provincial Sanitary-Epidemiological Station in Warsaw) management.
In the remaining 33 disclosed cases, for a total of approx. 2 million zł, were included smaller amounts, mostly about 15 thousand zł per contract for Station employee .
After the inspection, a notice of suspicion of committing crimes of abuse of power by public officials, acting against the public interest in order to achieve financial gain was submitted by the CBA to the District Prosecutor's Office in Warsaw. The CBA forwarded to the Mazowiecki Province Governor a follow-up statement which indicated the revealed irregularities.
