CBA: Already purchased, ineffective meteo systems for the army did not reach the airports and polygons. They were supposed to also secure HEAD flights. 5 people detained by the CBA. Corruption charges.
Officers from the Regional Office of the CBA in Warsaw detained 5 people. Detentions took place in Dęblin, Warsaw, mazowieckie and małopolskie region. The CBA agents searched their residences.
The investigation is conducted entirely by the Regional Office of the CBA in Warsaw, under the supervision of the Division for Military Matters of the District Prosecutor's Office in Warsaw. It concerns fraud, abuse of power, failure to fulfill duties by the contracting agent's representatives and representatives of private companies to gain financial benefit.
CBA investigators have revealed serious irregularities in delivery in December 2016, for nearly 5 million PLN, of nine mobile automatic meteorological measurement systems to the Material Warehouse 2 of the Regional Logistics Base in Warsaw. These systems are essential for the meteorological protection of field operations and aerial operations at landings and other landing and launching sites, including flights marked with status "HEAD" (the most important persons in the state).
The meteorological equipment received to provide safe takeoffs and landings of aircrafts of Armed Forces, was not compliant with the tender specifications contained in the terms of reference (SIWZ). Reception of equipment by the military, took place despite numerous quality defects. The expert opinions of experts empaneled by the CBA, confirm the earlier suspicions of investigators, that meteo equipment worth about 5 million PLN does not meet special military requirements and is completely useless for military purposes.
With the CBA's detection of irregularities, it was precluded to equip military units with meteorological measurement equipment, that not only did not meet the requirements, but also because of possible erroneous measurement results, its operation could threaten the safety of flights.
The persons detained by the CBA will be sent to the prosecutor's office where they will be charged with corruption.
The case is ongoing.
