Entrepreneurship hairdresser, hotelier, officials from Inowrocław City Hall and fictitious invoices

The hairdresser was supposed to organize cultural and social events and the hotel was supposed to provide catering. Everything only on invoices. New suspects in Inowrocław.

The Terrain Division of the CBA in Bydgoszcz is investigating the extortion of money based on fictitious invoices from the Inowrocław City Hall. The employees of the Department of Culture, Promotion and Social Communication of the office and private entrepreneurs were involved in the dealings in the years 2015-2017. The investigation is conducted under the supervision of the District Prosecutor's Office of Bydgoszcz South. The proceeding was initiated in connection with the CBA notification.

According to the findings of the CBA agents from Bydgoszcz, false invoices were used to hide the extortion. Invoices attesting untruth were described as true, confirming the execution of works to pay money for allegedly made services or to submit at the cash register office to settle the previously collected and extorted cash advance.

It was also found that several entrepreneurs from Inowrocław and the surrounding area were involved in the dealings. At the request of officials, they issued invoices attesting untruth. The entrepreneurs shared the money with officials. Single invoices came to a dozen or so thousand zlotys. The amount of the extortion, initially estimated at 50,000 PLN, as the CBA investigation progresses, is constantly growing - today it already exceeds the sum of 150 thousand zł.

In May this year, a woman from the vicinity of Janikowo, running a hospitality and catering business, appeared in the prosecutor's office. The hotelier heard 7 charges of concerning the commitment of crimes together with the employees of the Inowrocław City Hall to the detriment of the Municipal Office of Inowrocław. The female clerics who were befriended with the woman confirmed the fact that the services were performed on invoices - most often never ordered and never delivered catering, falsely attributed to cultural and entertainment events organized, for example, by the City Library or the Kujawy Cultural Center in Inowrocław.

The hairdresser from Inowrocław, in the investigation conducted by the Bydgoszcz CBA, heard 19 charges similar to those for other entrepreneurs - crimes of fraud and the attesting untruth in invoices issued for the City of Inowrocław and Kujawski Cultural Center in Inowrocław. According to the city officials describing the invoices, she was supposed to deal with spreading the city newspaper and advertising leaflets, organizing cultural and social events in Inowrocław, and even delivering seasons' sets. The office paid about 50,000 zł for all this. The clerks who were befriended with the entrepreneurial hairdresser confirmed the fact of providing services on the invoices.

In April and March this year - 57 charges were brought against 5 people - three officials from the City Hall of Inowrocław and two entrepreneurs. The charges concerned, among others, acting jointly and in consultation with other persons and committing frauds to the detriment of the Inowrocław City Hall, inciting to issue invoices attesting untruth and issuing such invoices by entrepreneurs.

The investigation is in progress, it is possible that the list of charges will be extended. Another people can get the status of a suspect.
