Information on the results of the activities of the CBA in 2018
Disclosure of damage to the State Treasury property for an amount of nearly 2 billion zlotys, value of secured property – 448 million only in zlotys, 721 suspects, 30 notifications about suspected offenses as a result of controls carried out, 40 analytical studies, nearly 6000 trained officials – these are just some of the effects of the CBA officers’ work last year.
In 2018, officers of the Central Anti-Corruption Bureau conducted 567 preparatory proceedings. One of the major interests of the Bureau was to identify, recognize and combat economic crime, in particular related to extortion of the VAT tax and EU funds. In the area of the tax extortion, the CBA conducted 37 preparatory proceedings. Activities in this area were focused, among others, on identification of the criminal activity of business entities involved in the so-called VAT carousels.
In 2018, 36 investigations concerning extortion of EU funds were conducted. The officers recognized, detected and prevented, i.a., frauds using unreliable documents, settling the received support with the use of invoices attesting untruth.
A number of preparatory proceedings regarding the re-privatization of nearly 200 properties covered by the Bierut Decree were continued. The collected material allowed to present charges to dozens of suspects and to direct indictments on key issues.
In 2018, agents of the CBA conducted 145 controls, 727 pre-control analyzes and 1422 control cases.
As part of analytical and informational activities, the CBA prepared, i.a., 40 analytical studies submitted to the competent authorities and institutions. In connection with the implementation of statutory tasks regarding the examination of the conflict of interest, 4581 statements and declarations were verified.
Moreover, in 2018, the Bureau coordinated and conducted its own activities under the Governmental Anti-Corruption Program for the years 2018-2020. As part of the implementation of its own tasks, the CBA has begun work on creating a uniform system for the submission and analysis of asset declarations by persons performing public functions.
In 2018, as part of educational activities, officers of the CBA conducted 126 trainings in 79 institutions. In total, 5707 officials were trained. The Bureau continued to maintain commonly available, free e-learning platform with anti-corruption training. By the end of 2018, since the beginning of its functioning, 137 189 people had completed the training.
The acceptance of the social work of the CBA officers is reflected in the results of surveys of Centre for Public Opinion Research. The results of the latest edition of the survey indicate that the position of the Bureau is the best result from all the surveys carried out so far, that is from 2007. The CBA is positively assessed by almost half of the respondents – 47%.
The achieved results were also possible thanks to cooperation with domestic and foreign institutions and services.
