A notification to the Prosecutor’s Office after a control in the NCRD

A control of the CBA in the National Centre for Research and Development (NCRD) ended up with a notification to the District Prosecutor’s Office in Warsaw on the possibility of committing a crime.

The officers of the Control Proceedings Department of the Central Anti-Corruption Bureau conducted from 16 July 2018 to 16 April 2019 a control in the National Centre for Research and Development. The proceedings concerned selected procedures for making and implementing decisions regarding financial support and disposal of property by the National Centre for Research and Development in the years 2012-2018, in particular concluding and implementing a contract for public-private support for commercialization of research and development results with the participation of venture capital funds run as a pilot project BRIdge VC, implemented by the NCRD.

In connection with the results of the control, at the end of May, the CBA notified the District Prosecutor’s Office in Warsaw on the reasonable suspicion of committing a crime of abusing the powers and failure to fulfill the duties by a former deputy director of the National Centre for Research and Development. The notification is related to the conclusion on 6 April 2016 by the NCRD of an agreement for the amount of 110 million zlotys. In accordance with findings of the CBA controllers, the contract was signed on financial and organizational conditions which were unfavorable for the NCRD, bypassing the competition procedure.

On 26 June 2019 the Prosecutor’s Office initiated an investigation into this case and tasked the Regional Office of the CBA in Warsaw with the activities.
