Inspection of thermomodernization project completed
Control of the procedures for making and implementing decisions on public procurement awards by the Municipality of the Town of Braniewo concluded with a notice to the Public Finance Discipline Ombudsman.
Control Proceedings Division officers of the CBA Regional Office in Białystok have inspected decision-making and implementation procedures for the award of a public contract in 2019 titled “Thermomodernization of the building of Primary School No. 6 and Middle School No. 1 at Konarskiego Street in Braniewo” within the project “Thermomodernization of educational and public utility facilities as part of the revitalisation of the Municipality of Braniewo”. The activities were conducted from 16 February 2022 to 27 May 2022.
The audit revealed irregularities including a violation of the principle of fair competition in the description of the subject of the contract and equal treatment of contractors when defining the conditions for participation in the public procurement procedure.
Due to the irregularities found, the CBA submitted a notice to the Public Finance Discipline Ombudsman at the Regional Chamber of Accounts in Olsztyn on violation of 17.1.1 and 3 of the Act of 17 December 2004 on liability for a public finance discipline violation.
