Did the NFZ (National Health Fund) lose 43,5 mln PLN?
Did the NFZ lose 43.5 million PLN because of unfavorable contracts? Who and to what extent is responsible for this? Why for 8 years two companies had a monopoly on the service for National Health Fund? Were the sensitive data stored and protected appropriately in the computer system? The CBA will answer these questions in a broad investigation.
The Regional Office of the CBA in Warsaw on command of the Appellate Prosecutor's Office in Warsaw conducts an investigation in the case of irregularities in the informatic handling of the National Health Fund. The investigation was entrusted to the CBA. We are checking if and why there has been a loss in a big extent.
In years 2007-2015 the Headquarters of the NFZ concluded with IT companies a number of contracts worth over 435 million PLN for the subscription and maintenance of the IT Support System of Operations of the NFZ. There is a suspicion that there have occurred actions and inactions of public officials and other persons, who were obliged to deal with matters of property of the NFZ, which were undertaken in order to gain material benefits to the detriment of the public interest.
IT Support System of Operations of the NFZ enables settlements with doctors, pharmacies, hospitals and owners of private practices. Thanks to the system the branches of the Fund get, among others, patient data, dates of treatment, diagnosis codes - full information related to patients services and operations of healthcare facilities. On basis of this information the National Health Fund pays money.
The investigation will answer, among others, the question whether access to such sensitive and personal patient data was adequately protected? Why over the years source code and the copyrights to the system, nor the right to modify it were not obtained? Were the signed contracts significantly overestimated and to what amount? Suspicions point to the amount of at least 43.5 million PLN.
