80 charges against former head of promotion from Inowrocław town hall
The Terrain Division of the CBA in Bydgoszcz is investigating the extortion of money from the Inowrocław City Office based on fictitious invoices. The employees of the Division of Culture, Promotion and Social Communication of the office and private entrepreneurs were involved in the dealings in years 2015-2017. The investigation is conducted under the supervision of the Bydgoszcz-South District Prosecutor's Office. The whole case began exactly one year ago, on 11th October 2017 with a control, and as its result, the CBA submitted a notification to the prosecutor's office and secured the evidence.
Now the charges were brought against the head of the Department Division of Culture, Promotion and Social Communication of the City Office of Inowrocław - Agnieszka Ch. The clerk also served as spokesperson for the President of Inowrocław. 80 charges were brought against her - related to extorting money for a total amount of 253 thousand zł.
As indicated by the findings of the CBA agents in Bydgoszcz, in this dealing in order to conceal the extortions, fraudulent invoices were used. The ficitious invoices were described as true, confirming the execution of fictitious works, in order to pay out the money for allegedly performed services or to submit at the coffers, to settle the previously collected and extorted cash advance. Initially, in order to seize property, false invoices were used, and as time went by, the entrepreneurs from Inowrocław and the surrounding areas concluded agreements to issue fictitious invoices and bills for unfinished services and deliveries to the Inowrocław City Office for participation in crime proceeds. Entrepreneurs from various industries were involved in the dealings: a hotel operator that was supposed to provide catering for events for cultural events; a hairstylist that fictionally spread leaflets and an electrician.
In total, in the investigation, 16 persons - 4 officials and 12 entrepreneurs - got 187 charges of fraud and using false or attesting untruth invoices, overrunning powers and failure to fulfill obligations in order to obtain financial benefits.
The investigation is still ongoing, it is possible that the list of charges will be extended. More people can get the status of a suspect.
New threads related to the possible appropriation of property components of the city hall in Wrocław, such as office equipment or material prizes, which should reach young residents of Inowrocław are being investigated.
