The officers of the Regional Office of the Central Anti-Corruption Bureau in Rzeszów conduct a multithreaded investigation under the supervision of the Silesian Terrain Division of the Department for Organized Crime and Corruption of the National Prosecutor's Office. As part of the proceedings, the purchase in 2010 by PGE Energia Odnawialna S.A. of Elektrociepłownia Przeworsk for 22 million zlotys is examined. Previously, the owner of the facility was a private entrepreneur who bought the buildings for 2.5 million zlotys.
As it has been determined by the investigators, the transaction had no economic basis. The purchased equipment had very low efficiency, high failure rate and was not suitable for continuous operation. In addition to the technical condition, also other data, including those concerning the sale of electrical and heat energy were completely untrue. Since the purchase of the heat and power plant, it was not used, and its value, immediately after the purchase, was estimated as the value of scrap.
In connection with this case, the agents of the Regional Office of the CBA in Rzeszów have detained an appraiser from Podkarpacie. The man will be charged in Prosecutor’s Office. Everything seems to indicate that the estimated operates prepared by him were significant in determining the over-valued object before its sale to PGE Energia Odnawialna S.A.
Earlier, the Prosecutor’s Office charged 10 persons, including four former the members of the management board of PGE Energia Odnawialna S.A. and a former director of the Agro and Hydroenergetics Department of PGE Energia Odnawialna S.A.
The investigation is ongoing, further charges and detentions are not ruled out.
