Tender rigging for medical equipment discontinued by CBA

Three suspects have been detained by the officers of the CBA Regional Office in Warsaw in connection with an investigation into the disclosure of information concerning tenders for medical equipment.

The CBA Regional Office in Warsaw has been carrying out an investigation, under the supervision of the Regional Prosecutor's Office in Wrocław, into the dissemination of information of significant importance for the conclusion of contracts subject to tenders and entering into an agreement with other persons to the detriment of the institutions for which the tenders were organised. The proceedings cover the years 2019-2020 and have been initiated on the grounds of the evidence gathered by the CBA officers.

As it has been established, a representative of a well-known company supplying medical equipment to healthcare institutions entered into informal agreements with employees of these units responsible for preparing the description of the subject of the contract or directly participating in the work of the tender committees  As a result of back-room talks, public healthcare units announced tenders for the supply of equipment, using criteria prepared by a known supplier of this type of equipment, who also competed for the award of the contract.

The irregularities revealed were nationwide and took place in numerous public hospitals. In this way, rescue equipment for new ambulances such as chest compression devices and defibrillators were mainly purchased. The total value of orders under investigation, in which irregularities were allegedly committed, amounts to about PLN 5 million.
In connection with the investigation, in recent days three persons were detained, employees of health care centres, who were charged in the Regional Prosecutor's Office in Wrocław with obstruction of tender procurements.

It is the second operation within this investigation. In January 2022, six persons were detained under the investigation, including five health workers and the representatives supplying the medical equipment
